UTJES adheres to the principles of Open Access as defined by the Budapest Open Access Initiative (BOAI): free availability on the public internet, permitting any user to read, download, copy, distribute, print, search, or link to the full texts of articles, without financial, legal, or technical barriers other than those inseparable from gaining access to the internet itself.

2. No access fees for readers

All articles published in UTJES are freely accessible to readers immediately upon publication, with no subscription, registration, or payment required to read, download, or share the content.

3. License

All content is published under the Creative Commons Attribution 4.0 International License (CC BY 4.0), as detailed in the journal's Licenses and Copyright Policy, permitting maximal reuse with proper attribution.

4. Article Processing Charges (APC)

UTJES charges an Article Processing Charge (APC) of 100,000 Iraqi Dinars (IQD) or 75 US Dollars (USD) per accepted manuscript, payable upon acceptance for publication. This fee covers the costs of editorial processing, peer review management, typesetting, digital hosting, indexing, and long-term archiving of the published article.

5. Archiving and preservation
